How to make administrative image of Access Runtime?

Hello,

The instructions on deployment of patched of Access 2002 Runtime
(http://office.microsoft.com/en-us/assistance/HA011525091033.aspx ,
http://office.microsoft.com/en-us/assistance/HA011525081033.aspx ),
including SP3, mention administrative image of Access Runtime, which has to
be updated with the patch first.

But how to make that administrative image? The page

mentions deployment of access runtime files, but only as a part of custom
package.

Running msiexec /a accessrt.msi (found on the office cd in Office Developer)
has no effect at all.
