How to make ALL messages, new, reply, to or forward be HTML

I want them all to be in HTML format without my having to change each one
manually.

You can't. Outlook does not support that ability. Replies and Forwards
will always be sent using the format of the original message.

I know you replied to this question back in 2006... I was wondering if
anything has changed since then about replying to an email sent in Plain
Text, in HTML? If not, any suggestion as to creating a signature in a
different format (not .htm) so that when I reply or forward an email that was
sent to me in Plain Text, my signature will retain my logo and will not be
systematically double spaced?!

No, unless you specifically change the format with the Format menu.
If not, any suggestion as to creating a

Plain Text by its very nature is, well, plain text. No formatting, no font
selection, no images.

Oyutlook ALWAYS replies or forwards using the format of the original message.
There is no way to convert them to HTML automatically. You can do it
manually, if you must. What a waste of time and resources.
