how to make an animated christmas card

I would like to make an animated christmas card that I can send to my
overseas friends and relatives, but don't know how to get started. Informed
Publisher was the best program, if better in another program please advise.

If you must do it in Publisher read the help on web pages. Animation only
happens in HTML.
