How to merge form libraries in SharePoint

We have different departments and we want each department to maintain staff
contact data related to their department only

For the purpose of arranging granular access and each department to be able
to maintain data for their department only, I was thinking of creating
separate (InfoPath) form libraries in SharePoint with same data structure.
However, the problem that I have is how to merge data from different
departments and have combined repository of those separate form libraries.

If this is not possible, please advise on another solution.
