How to minimize whitespace between sections?

My InfoPath forms all seem to have an excessive amount of whitespace between
sections. Is there some way to minimize whitespace?

You can reduce the amount of white space between sections by choosing size in
the section properties window and then adjusting the margins. Additionally,
you may have space because you manually resized the section. To make the
section height automatically expand set the height property to auto.

I realize this topic is probably expired, but, I am trying to follow this
advice and I am still having problems.

Here is how I constructed my form:
1. Created layout table with 1 column and many rows
2. In the rows, I inserted Optional Sections
3. I selected the section properties
4. Set a minimum height
5. Set top and bottom margins to zero

When I look at the form in preview, the "white space" is excessive and
unacceptable.

Can anyone suggest some workarounds?
