How to move outlook 2003 settings to another computer

I just changed to a larger hard drive. I successfully imported my Outlook
data files, but how do I regain the views in each email folder and the
customed toolbars I had on the old hard drive?

You never import Outlook data. You've lost a lot more information than just
your views.
