How to number paragraphs - should be simple!

All I want to do is have main headings numbered 1,2,3... each with numbered
sub-paragraphs 1.1,1.2 then 2.1, 2.2 etc

How do you do this? Every time I get it just about working, a small change
in one paragraph ruins all.

Please help!
