In Visio 2000 you can't open files from Visio 2003
In Visio 2002 you can open files from Visio 2003 providing you save then in
visio 2003 in the visio 2002 file format.
So, there is no escape, you will need to upgrade your current version
But if your only objective is to view Visio 2003 files you can download the
visio 2003 viewer

If you want to open v2003 on a system that has v2000 you can either a.) have
the other user save the file in v2002 format (same as v2000), b.) open it
with the visio viewer or, c.) upgrade to v2003.

Which version of Visio 2000 do you have? If it is Visio 2000 SR1 (with all
the Microsoft branding), you can upgrade to Visio 2003. Anything older (pre
Microsoft) does not qualifiy for an upgrade.
