how to prevent design changes

With Access 2007, how can I keep users in a split database from modifying
object designs and table relationships?

Object designs: release an accde version. It does not contain any
source code.
Table relationships: too bad so sad. Hope for the best, or fall back
to the phased-out-but-still-supported Workgroup Security, or upsize to
Sql Server.

you can make the Navigation Pane not visible as well as the Ribbon.... this
doesn't stop them from making them re-visible however...
