how to recall messages without action on toolbar

If you are referring to Outlook, Open the message of concern in the Sent
folder and Select, Actions, Recall this...........

Unless you are using an Exchange server for your mail, the option will not
work. And even then, it is dependent upon many factors. Bottom line, don't
send unless you are sure.
