How to recover the rules settings and email accounts from Outlook

Hello,

My Outlook 2003 on the desktop had about 18 email accounts and 15 rules
configured.

Suddenly the desktop crashed and now I am unable to work with Outlook and it
never opens. So my only option is to reinstall Windows from scratch and
reconfigure all the applications.

Unfortunately since I am unable to open Outlook, I am unable to recover any
of the email accounts and rules settings.

Is there any way to recover this information from the desktop before
formatting it.
