how to rename photos without replacing one with same name

I am using Microsoft Office Picture Manager. When renaming photos it has
started to replace photos when I use the same name as a previous one instead
of asking if I want to call it 'whatever (2)' What have I changed by mistake?

You need to select "Save As", NOT "Rename".
