How to report tasks against business cases against internal charge centres

I hope someon else has met this issue & can help me with this one
please?(As my employer isnt the only bureacracy in the world....).
My programme plan consists of a list of top level tasks in msproject, each
top level one being a "project" in its own right.

Each project is funded by a business case BCXXX from a "customer" in the
organisation (some BCs fund several projects)
In each project there are prorated costed tasks, for people in supplier
departments, "networks, services, testing etc.".
We have to pay our bills to the other depts, and stick within bus case, each
month.

I need to do a report to show my finance person how much money to take from
each BC, and give to each department, itemised by month.


I can ALMOST get msproject to do it , but task usage view +table still shows
duplicated lines for both task & resource.
Is there a better way? Can you do an SQL query of project?

Here's an example:


BCASE SPEND WITH JAN FEB MAR
BC1234 networks 10 2 6
BC1234 services 0 5 6
BC1234 Total 10 7 12

BC6789 networks 5 5 6
etc.....

I've used resource group for the supplier department as it's linked to
resources, and I've used a task text field for the bus case as it's linked
to each task.

There aren't any time phased custom fields. So, it may be easiest to export
time phased data to Excel then split the costs there.

In the usage views you get one line for every resource assign on every task.
So, two resources on one task, two lines in the usage view.
