How to resend the same message w/o retyping

In Yahoo Mail, I can create a draft message, type in an address, hit send.
The draft remains in my Draft folder, so to send the same message to multiple
individuals, I just type a new address into the draft message and hit send
again! How can you accomplish the same thing in Outlook. Drafts are cleared
from the draft folder when they are sent.

Could you not fill in the CC: or BCC: field?
