how to retrieve Outlook data from external hard drive

My Dell crashed but I have the old hard drive. I made it into an external
hard drive. I need to retrieve all of my past emails and address book in
Outlook 2003. How do I do this? Is it even on that hard drive or at
Microsoft?

Is this a Hotmail account? Then it is still hosted by Microsoft indeed.
To recover, install the Outlook Connector, if you haven't already, and
reconnect to your Hotmail account.

If this is not a Hotmail account then nothing is stored at Microsoft's
servers. You'd need to search for your pst-file on the drive then and copy
it to your new/recovery PC and connect the pst-file via
File-> Open->Outlook Data File...
