How to roll up data from sub plans to master

We have some custom fields at the project level for some cost related
information. Is there a way to roll that up from the summary (0 level) row of
each sub plan to the summary level of the master plan?

Custom Fields at the project level are not inherited at the task level and
will therefore not roll up into a master project summary. You'll have to
define the custom fields at the task to do this.
