how to rotate images

i've inserted a jpeg file onto WORD though the rotate
function is darkened which as a result cannot rotate
images.
can't this be done?

Once you format the inserted jpeg as "float over text" in Word 97, or as
something other than "inline with text" in Word 2000 thru 2003, you
should be able to rotate it. Select the jpeg, click on Format | Picture
| Layout.

I found no rotate function in Format > Picture > Layout.
A double click, however, brought the image up in Photo
Editor where I was able to rotate it. Using 2000. Am I
missing something?

Hi, Evan. Sorry, I should have been more verbose. You change the
layout to not-inline-with-text in Format | Picture | Layout. Then close
that menu. Select the picture, and drag the green handle to rotate the
image.
