I know I read that there is no capability in the 2003 version. I just can't
believe it.. Is there any trick? Is making me insane, I copy and paste from
adobe or any other text and then I cannot rotate.....

I don't think that image rotation is OneNote's job.

I don't think this feature is needed as it can't be that common a
problem.

If you are having problems, copy and paste into Word then do your image
rotation and then paste into OneNote from there.

I guess the other question would be is why is the image upsidedown or
wrongsideup in Adobe ?

No trick. There is no such feature.
And even in ON 2007 rotating only works with objects created by ON's
drawing tools. It does not worked with objects pasted into ON.

But as ERMhelp I for one don't see a need for that.

It seems that I do not understand the issue.
Why do you need to rotate things imported from a PDF-file?
What am I missing in so far?

If this would really be needed, why not just rotate the source prior
to copying it to the clipboard?

If you need to import any kind image in a rotated way, you might also
apply rotation prior to copying to the clipboard.
I would not use Word, however (as I wouldn't use a lorry for just
driving the kids to school <gbg>).
My suggestion: IrfanView.
I f you don't have that, RUN (not walk) to collect it:

It's a fantastic piece of freeware and a true "must-have", versatile
like a "Swiss Army knife".
