how to save my doc as read only and allowed other to do a save as

I would like to know how to save my template has "read only" but I would also
like other to be able to do a "save as" and be able to change my template.

navigate to the template in Windows Explorer, R-click on it, select
Properties, an put a Tick in the "Read-only" box.
