How to select a picture behind header/footer?

Is there any way (other than deleting the whole header/footer) to select a
logo/graphic that was placed in a header or footer, that now appears to be
behind it? It seems that if the logo or graphic edge does not protrude past
the boundary of the header/footer, you're doomed to recreate the whole thing,
even if you just want to change the graphic or logo.

Display the Drawing toolbar. Click on the Select Objects tool (large white
arrow at the left end). This allows you to select objects in the drawing
layer without touching text.

I need to know the same thing in Word 2007. Can you help me? I've created
what will be a mass email, so the file is a Word document in .htm format.
