How to send a message and a file using outlook with a CC to anot.

How to send a message with a file to a reception A with a copy of the message
to a reception B. But i want to send only the content of the message to
reception B without the file (using OUTLOOK)

You can't AFAIK - if you send an email with an attachment, every
addressee gets it. The only option is to send the email to those who
need the attachment, and then re-send the message to the addressee who
doesn't need the attachment, after deleting the attachment from the message.
