How to set Horizontal Ruler not autohide

My Horizontal Ruler (at top of page)
always autohide.
Anyone know how to set it not to autohide?

I searh in help for "Ruler"
The help mention about vertical ruler
but no information on horizontal ruler!

When you say 'autohide' I presume you mean the ruler is not visible until
you do something. What is it you do to make it visible?
