How to set recurrence on the Fifth

I am trying to set up a meeting schedule. We meet on the fifth Tuesday,
whatever month has 5 Tuesdays. On the recurrence tab for monthly, it lists
options for first, second, third, fourth, and last - but NOT fifth. Surely,
someone has neede this before.
