How to set Reminder so that it appears without starting Outlook

Reminder window for a task appears only if i start the programme "Outlook
Today". Reminder window should appear without starting Outloook. For that
how to set the reminder?

You can't. Outlook will fire reminders only if it's running, how else could
it be?
