I want all my recipients to see subject line text of my e-mail in a color
other than black. I want to be able to do this on an as needed basis.

In general, you cannot control the color the recipient sees. If you both
agree to using the importance and a rule that colors based on the importance,
then you can accomplish it, but otherwise no.
