How to set TabStops?

I have problems with setting TabStops. How can I set 1.5"Right, 2.5"Left and
5"Decimal?

What does this mean? and How it will look like if I need to have following
information entered. Thanks :)

eg, Bob Lee Cook $150,000
Jonn Smith Accounting $90,000
