How to set up web pages in Japanese?

Using Frontpage 97 I wish to set up some pages in Japanese
on an English web. How do I use Frontpage so it will read
both English and Japanese text? Do I need to download
Japanese fonts?

Recommend you upgrade to at least FP2000 which does

CSS is for Format
Html is for Content

Create a page - say menu.htm w/ only your navigation
and save it in a _hidden folder (say _includes)
- you can use CSS to control the styles by creating a style sheet
File New Page and select one of the Style templates

On your other pages use Insert Web Component and Select the Include page
(browsing to the _includes folder for the menu.htm file)
- usually best done by creating your page in a tables layout and inserting the include page in a cell

PS
Apply the Style sheet to all pages (especially to those that use the
include page), and your include page using
Format Style Sheet Links (All pages) and browsing to your Style sheet
