I want to make some programs I've written available for download from my web
site. Would one (or more) of you so much more experienced people tell a poor
old dinosaur how he can do such a thing?

How do you catch a unique rabbit?
Simple. Unique up on it.
How do you catch a tame rabbit?
Tame way. Unique up on it.

1- Open your FrontPage Web (Live or Local
2- Create a folder (if desired) File > New Folde
3- After creating the folder (If one was created) Go to File > Impor
4- Select the files you wish to make available and Import them
5- Once they are imported into the web, you can now just link to them on any page you wish
6- After creating the links you can test them by going to File>Preview in Browse

If you were working locally, just upload your files and your set

With a Unique solution ;>)

Upload the exe to the server then create a link to them.

Sorry to be so dim, but this is all new to me.

Step 5 is where I'm falling down. What do you mean 'link to them on any
page...' How does one link to it? What happens when a client clicks on the
link? What is the mechanism that will actually implement the download of the
file to the user's machine?

Link to them just like you were linking to any other file.
The default action of the browser will open the "Save as..." panel.
( providing the file extension is .exe or .zip )
