How to soften edges of photo in Publisher?

How do I soften/ blur/ fade the edges of a photo in Publisher 2003? Sometimes
I do not want crisp borders. Thank you.

Use a photo editor to do photo editing tasks then insert the edited photo
into Publisher.

There is a way in publisher, to those who said use an image editor why don't you just sit back and just not answer if you don't know the answer? Format Picture......Picture Tab.....Shape Effects......Soft Edges
