how to start a new bullet within a bullet?

Could you explain your question a bit more?
(Please use the message body, not only the subject line. And please tell us
your version of PowerPoint.)

If you mean a sub-point,
Then just
indent the line
with the tab key.

If you are in ...
....the title text placeholder, nothing will happen, only the top line
bullets apply.

....the body text placeholder, the level's bullet format should follow the
Master slide's formatting.

.... a non-placeholder text box, the bullets use the default bullet
(regardless of level) until you customize them.

If you have an indent already click enter to go to the next line and hit
indent in the control bar again and it will move it for you.
