how to submit form as an email message with read-only as a default

I have a form which need to send out as an email message, but everytime I
have to make a selection:the default is editable form and the other is
read-only snapshot. I want to have read-only as a default instead of editable
form. How can I do that?

You can publish the form as a pdf, save it and attach it in an email. I hope
this helps. ???
