How to suppress "Safe Mode" when holding Ctrl key?

Hi,

Outlook 2003/Win XP: I have a couple of shortcuts in Windows's
shortcut bar and start menu to create new elements in Outlook, e.g. a
task:
"C:\Programm Files\Microsoft Office\OFFICE11\OUTLOOK.EXE" /c ipm.task
From there I can create new elements without having the Outlook window
active. It works nicely by double click.
Now I want to use (system-wide) keyboard shortcuts for these commands.
For ease of use I want to use the same key combinations that Outlook
uses intenally, e.g. Shift-Ctrl-T for a new task. (Most other key
combos are already taken on my machine, anyway.)
However, if I assign and use these keyboard shortcuts, Outlook prompts
me that it has detected I hold the Ctrl key and whether I want to
start Outlook in safe mode. Of course, I don't want to.

How can I suppress this prompt? I tried some parameters, but to no
avail (e.g. "/recycle" doesn't work at all, "/safe" has several
variants, but none that means "NO safe mode" etc.). Is there a way to
modify the command so that Outlook will not start in safe mode nor
prompt?

Any ideas?
