How to synchronise color between monitor and printer ?

How do I set up my publisher program so that when I print out the items are
printed in same colour as shown on monitor screen. I have a photo quality
printer and good quality paper, but colours never print as vivid as shown on
monitor....any advice will be most grateful for, thanks

There are programs that will help you do that but I've never seen any that
can really "nail" the colors. Plus different lighting will make your colors
look different.
