How to synchronize layers between pages in a Viso 2003 drawing?

I have added pages to a drawing and need the same layers(not including
shapes) across all oof the drawings? Please not manually! :)

Draw a simple shape on the page which has all the layers.
Add the shape to all layers
Copy or move it to all other pages...
You can then delete all of these shapes...
