how to translate english to thai

I cant translate english to thai as i added east asian language and checked
all other settings. still no success. please help to resolve this problem.

I installed Bitrandict2003.exe from microsoft but still i cant see thai
into the list box. still no success. have you got any idea? much appreciated.
