How to Turn off Tracking using Group Policy

Help? Can someone please tell me how to turn off Tracking in Word documents
by default using Group Policy?

What version of Office and what are you trying to achieve?

Track Changes is off by default, but the display of the Reviewing Toolbar/advisory that there are unprocessed changes in
saved/opened documents is a safety feature that is on by default.

Word 2003

I am trying to turn of Tracking by default through Group Policy so it greyed
out with in Word 2003
