WordArt (on the Insert tab) will do this. Start by selecting style that
similar to the formatting you want and after your text is inserted you can
change the shape to a circle using the Change Shape command on the
contextual Word Art Tools along with modifying other formats.

It can be done in Word with the WordArt feature, although it's far from obvious
how to do it.

On the Insert ribbon, click the WordArt button. Select any of the shapes from
the gallery; you'll transform it into a circle later. The coloring and slant of
the letters will be kept, but that can be changed later.

Type the text into the dialog, and optionally set the font and size (these can
also be changed later). When you click OK, the WordArt is inserted into the
document.

Now that there is WordArt in the document, the WordArt Tools tab appears on the
ribbon. Click the Change Shape button (in the lower right of the WordArt Styles
group) and choose the circle from the Follow Path group.

Many of the other effects on the WordArt Tools tab can also be applied, such as
3-D effects, shadowing, and gradient fills.
