You can also get to them in Microsoft Word by going to Insert -> Symbol...
Or by using the Windows Character Map in Start menu -> Programs (or All
Programs) -> Accessories -> System Tools -> Character Map
If you are looking to enter in custom fractions, I don't know of any other
way than the method that you have posted (shown below).
17/32, say, looks better if done 17(superscript),/,32(subscript)
