how to unfreeze the scroll bar?

the worksheet i've been working on for some reason wont let me crool to the
beginning, does anybody know how to fix this problem? plese help

crool? Assume that is a typo for scroll, what happens when you try to do
that and what happens if you press ctrl + home?
