How to unlock password protected personal (*.pst) files

I have a user who somehow had her .pst files moved from one location to
another and in the process they became corrupted and/or password protected.

From what I've been told, it's a password she had 3-4 years ago and there is
no way we can retrieve it.

I ran scanpst.exe on her .pst files and it found errors and created backups
but did not fix the problem.

Is there any way to unlock these .pst files so she can access them? I have
seen apps online that can do this however, my resources are very limited and
we are prohibited from downloading outside apps.

WIthout a third-party app, there's no way to "unlock" a password-protected
PST.
