There are no "gridlines" in Publisher. You can use layout guides or ruler
guide lines. To add layout guides to create a grid, go to Arrange > Layout
Guides. To create a grid using Ruler Guides, it depends on the version.
Publisher 2003 changed this. Normally you would hold your shift key down and
drag from the rulers on each side, which creates green lines for
arrangement. Publisher 2003 doesn't require you to hold the shift key.

Publisher doesn't have gridlines the way Word does. You can manually make the grid by
pulling lines from the ruler. Another way is to go to the Arrange menu, set your
margins and choose how many rows and columns you want. You can use any number.
