=ROUND(A1*53%,0)-0.05

That "rounds down" in some cases:

38 * 0.53 = 20.14

ROUND(20.14,0)-0.05 = 19.95

See if this is what you had in mind:

=INT(A1*0.53)+0.95

If you really do want to round up, it might need
=INT((A1*0.53)+0.05)+0.95
so that if you have 53.99 after the multiplication it doesn't round down to
53.95 but rounds up to 54.95.
