how upload ecel sheet to microsoft internet explorer page

Please help:
I have information on a microsoft excel page that i need
to upload to an application form i am working on using
microsoft internet explorer. The instructions say that
the browser (eg internet explorer) must be able to
support form-based file uploads.
I assume internet explorer can do this...but how do i
actually upload the excel sheet into the application
form??
