How would I develop a work schedule which uses 15 days on 6 off?

3) Draw up draft job descriptions
5) Propose new rates of pay
4) Agree the work pattern, job descriptions and pay rates with their union
6) Announce the new work pattern, job descriptions and pay rates to
employees
7) Draw up a rota on a piece of paper
8) Post the rota on a noticeboard.
