HTML E-Mail

It disturbs me that I can use Dreamweaver, FrontPage and Go Live, but
can't figure out how to send a HTML email? You know with animated GIF's
and flash, just like I was looking at one of my web sites?

Does anyone have any information or a tutorial on this?
