HTML email forms reformat to plain text

I use Outlook 2000 in IMO mode. I am attempting to save
email messages as forms using the Forms/Publish Form As
process...publishing the forms to the Personal Forms
Library. The email message forms are composed and
published in HTML format. But, when I open them they are
converted to Plain Text.

Any thoughts/solutions?!?
