HTML format for reply messages

It's possible to compose new messages in HTML format by default.
But is it possible to reply by default in HTML format?
If yes, how?

Note that it is not considered "nice" to change the message format in a mail
stream. The original sender might have good reasons to use Plain Text. Only
upgrade the message format when it is absolutely necessary like for
instance, you need to add a table in-line.
