HTML Formatting

I am wanting to send formatted emails, not unlike web pages and I
currently use Outlook2000. I have the format set to HTML but whenever
I try and send an email [with borders, colours etc - a imple web page
that i produce via Dreamweaver - no images] it seems to weither send
the HTML code or just the actual text without the borders etc.

Am I attempting the impossible or missing the point?
