HTML received as plain text

I send to others in HTML. I know they are received in plain text and they are received by another "user" on my machine as plain text. As Administrator, I have set ALL of the settings for the other user and myself to receive in HTML and view in HTML, but it still comes up PlainText. I can't locate anything else to reset.
I'm afraid everyone is receiving in plain text and losing the impact of my formatting

Since you didn't mention what version of Outlook you are using, I can only
ask... did you check the contact record of each person to ensure that they
are not marked to receive plain text only?
