HTMLInlineVideoCtl - error message says not installed

[Video help]

I am trying to send a video via e-mail. I get a pop stating
HTMLInlineVideoCtl is either not installed, moved or name changed?

That feature was intentionally "broken" by Service Pack 2 for Windows
